Dear Tribal Voter:

 

The Comanche Nation Business Committee submitted Resolution Number 0617-02 which proposed a constitution amendment. The resolution also requested the Secretary of the Interior conduct an election to allow the Comanche Nation tribal members the opportunity to vote on the ratification or rejection of the proposed constitutional amendment. On July 10, 2017, the Acting Regional Director, Southern Plains Region approved and authorized a Secretarial Election. Subsequently, Sherry Lovin, Regional Tribal Government Officer, Southern Plains Region, was appointed as the Chairperson of the Comanche Nation Secretarial Election Board. The Chairperson’s responsibility is to see that the Secretarial Election is conducted pursuant to regulations in 25 CFR Part 81. The election date is September 8, 2017. You now have the opportunity to vote on the ratification or rejection of the proposed constitutional amendment. Enclosed is a copy of the proposed constitutional amendment for your review. Only adult tribal members who are 18 years or older on the date of the Secretarial Election AND have registered with the Secretary of the Interior shall be entitled to Vote on the ratification or rejection of the proposed constitutional amendment of the Comanche Nation. For individuals wishing to register, a Voter Registration Form is enclosed to sign and return. A pre-addressed stamped envelope is enclosed for your convenience. ~ Be sure to print your name and address, sign your name and date the form. All registration forms must be received by the Secretarial Election Board at P.O. Box 1550, Anadarko, Oklahoma 73005 by August 18, 2017, to be considered valid. This notice is being mailed to all tribal members 18 years or older at the addresses listed on the current membership roll. Some 17-year-old tribal members may receive this notice. However, only those who are at least 18 years old on the date of the Secretarial Election and have registered will be allowed to vote. It is particularly important and is being emphasized and repeated that only adult tribal member who register to vote in this Secretarial Election will be permitted to vote on the ratification or rejection of the proposed constitutional amendment. Immediately after the ballots are counted on September 8, 2017, the results of the Secretarial Election will be posted at the Anadarko Agency, Anadarko, Oklahoma; Comanche Nation Complex, Elgin, Oklahoma; Comanche Nation Anadarko Outreach Office, Anadarko, Oklahoma; Comanche Nation OKC Outreach Office, Oklahoma City, Oklahoma; and Comanche Nation Dallas Outreach Office, Dallas, Texas.

ATTENTION COMANCHE NATION VOTERS

 

ELECTION TO CHANGE THE

COMANCHE NATION CONSTITUTION

 

SEPTEMBER 8, 2017

 

The Bureau of Indian Affairs (BIA) will be conducting an election in order to approve or

disapprove a Comanche Nation Constitutional Amendment. The proposed change is as

follows:

 

CHANGE FROM:

RECALL PETITION SIGNATURES FROM 200 ELEGIBLE COMANCHE VOTERS

 

CHANGE TO:

RECALL PEITITION SIGNATURES TO TEN (10) PERCENT OF ELIGIBLE VOTERS

 

Presently there are 12,094 eligible Comanche voters, and if the amendment passes any recall

petition would require 1,209 signatures to be valid. In the future if the number of eligible

Comanche voters should go up or go down, the number for valid signatures on a recall petition

would also go up or go down (EXAMPLE: 15,000 eligible votes would require 1,500 signatures;

9,000 eligible voters would require 900 signatures on a recall petition).

This election is being conducted by the BIA, not the Comanche Nation; however, the Comanche

Nation has an Election Secretarial Board, under the direction of BIA Regional Tribal Government

Officer, Sherry Lovin 405-247-1500. The Election Secretarial Board consists of tribal members,

Willie Pekah, 920-851-1838 and Adele Mihesuah 580-606-7519. You may contact Ms. Lovin for

procedural direction and the Board Members for questions other than procedural.

A registration packet will be sent out by Wednesday, July 26, 2017. You must fill out the Voter

Registration Form and return to the BIA in the pre-stamped envelope to reach the BIA in

Anadarko by August 18, 2017. You DO NOT have to notarize the Voter Registration Form.

Once our Voter Registration Form has been received you will receive a ballot to vote on the

Constitutional Amendment. Complete your ballot, return in the pre-stamped envelope and

mail it to arrive at the BIA in Anadarko by September 8, 2017. Ballots will be counted

September 8, 2017, and results will be posted immediately.
