Comanche Nation Gaming Commission

The Indian Gaming Regulatory Act, enacted by Congress in 1988, authorized the establishment of the National Indian Gaming Commission for the purpose of setting standards for, and regulating the conduct of, Indian gaming.  In addition, under the Act, Congress required that any tribe engaged in gaming must do so only with a tribal ordinance approved by the NIGC setting forth the criteria for tribal regulation of such gaming.  The Comanche Nation Gaming Commission currently oversees gaming activity in four (4) gaming facilities. Gaming facilities are located in Lawton, Devol, Walter, and Richard Spur, Oklahoma.

The Gaming Commission was established by the Comanche Nation in December 2005 in order to provide for the sound regulation of all gaming activities on lands within the jurisdiction of the Comanche Nation, in order to protect the public interest in the integrity of such gaming activities, to prevent improper or unlawful conduct in the course of such gaming activities, to strengthen tribal self-government and to promote economic self-sufficiency of the Comanche Nation.

Its primary functions include ensuring the Comanche Nation’s gaming operations’ compliance with federal and tribal law, including internal control standards, conducting background investigations and approving/denying gaming licenses for individuals and vendors, and ensuring only approved games are offered to the public.  In short, the Comanche Nation Gaming Commission serves to protect the Nation’s assets and ensure honesty and integrity of the gaming operations conducted by the Nation.

Licensing

The 2005 Gaming Ordinance mandates the development of a licensing program to issue gaming licenses for Key / Non-key employees, and Primary Management Officials within the Nation. Gaming vendors are also licensed in the Gaming Commission's continuing efforts to provide for the protection of Tribal assets.

Compliance / Internal Audit

It is the responsibility of the Compliance Department to perform the following on-site compliance and regulation of the gaming facilities.  Enforcement includes: The Comanche Nation Gaming Ordinance, Comanche Nation Minimum Internal Control Standards, Oklahoma Tribal-State Compact, Indian Gaming Regulatory Act, and the National Indian Gaming Commission Minimum Internal Control Standards. Compliance with these industry standards protects the Comanche Nation gaming revenue.

Surveillance

The Surveillance Department oversees all four (4) Comanche Nation Casino’s Surveillance Departments. The Surveillance Director’s responsibilities are to ensure our surveillance employee’s are trained in observing techniques, reporting and writing techniques as well as compliance issues set by the NIGC and the Comanche Nation Gaming Commission. It is our primary objective to protect the casinos and the tribal assets.
