Meeting Notes From CBC Committeeman Seat #2

The CBC met on Saturday, November 3, 2007 at the "Comanche Code Talker" Meeting Room aka the New Conference Room and nominations were taken for the vacant Vice-Chairman position during a General Council that followed in the Nation's gym.  Here's the results of both meetings:

Call to Order at 10:21 a.m.

Roll Call - Coffey, Tahhahwah Jr., Asepermy, Bigbee & Narcomey present, Mahseet absent, in addition William Norman and Jim Burson Nation attorneys were present along with 36 Numunu

October, 2007 meeting minutes accepted 4-0

Resolution 113-07, Enrollment list No. 705 Eligible passed 4-0****FYI this list added 75 applicants to the Comanche roll

114-07, Enrollment list No. 706 Eligible passed 4-0****FYI this list added 1 applicant to the Comanche roll

115-07, Enrollment list No. 707 Ineligible passed 4-0****FYI this denied enrollment to 2 applicants who were not at least 1/8 blood degree

116-07 Enrollment list No. 708 Ineligible passed 4-0****FYI this denied enrollment to 6 applicants who are enrolled with other tribes

117-07 Enrollment list No. 709 Ineligible passed 4-0****this denied enrollment to 4 applicants who "No Original Allottee" could be proved

118-07 Enrollment list No. 710 Ineligible passed 4-0**** this denied enrollment to 1 applicant who was enrolled with dual enrollment (this applicant was taken off the Comanche roll because they were enrolled with another tribe before enrollment with the Comanche Nation - this applicant has not received any benefits from the Comanche Nation)

119-07 Firefighter program/amend Resolution 46-06 Cooperative Agreement passed 4-0****this will reimburse the Nation for the costs incurred in providing service relating to hazardous fuels reduction program and other emergency incident management service

120-07 Ohawwaddi (Yellowback) land acquisition passed 3-0 with 1 abstention****this land is 12.85 acres> located on the east side of the road between Porter Hill and Richard Spur.  Cost was $45,000 which is the appraisal value

121-07 Dorcas Powhoneat land acquisition was tabled awaiting appraisal ****FYI This land is located across from the Cache Creek Cemetery west of Apache and consist of 36.55 acres

122-07 Julia Monoahsy land acquisition was tabled awaiting appraisal **** FYI this land is located in Tilman county and consists of 161.69 acres (I'll provide an exact location once the appraisal is provided)

123-07 Raising the capitalized non-expendable equipment threshold to $5,000 for accounting purpose passed 4-0 ****FYI this directs that the language and definitions found in any pronouncements, policies, or procedures of the Nation and references to capitalized and/or non-expendable equipment shall be changed to reflect the aforesaid increase in dollar threshold

124-07 That the CBC oppose the National Indian Gaming Commission's (NIGC) proposed Facility License Regulations passed 4-0 ****FYI basically the NIGC are wanting to change five gaming regulations and we are opposed to these changes (I can provide a copy of the Resolution upon request for any Nation member to review)

125-07 That the CBC accept a donation for a reservation-era Comanche eagle-feathered war bonnet from the US Fish and Wildlife Service passed 4-0****FYI this authorizes the Chairman to execute the donation agreement with the US Fish and Wildlife Service to take any other incidental action necessary to affect transfer of said war bonnet to the possession of the Comanche Nation and to fulfill the obligations of the Comanche Nation under such donation agreement and the sharing agreement with the Mescalero Apache Tribe

A motion was passed (4-0) to paid the Elders Council Task Force travel (mileage) for the development and initiation of the construction of an Elderly Care Facility

****FYI There are 13,824 enrolled Comanches of November 3, 2007

****FYI The per cap payment will be $1,421.06 and will be mailed out on November 19, 2007

****FYI The Elder payment will be $1,000 and distributed on Friday, December starting at 10 a.m. at the Lawton Fairgrounds, mail-outs for those not in attendance will be the same day

****FYI Thirty-nine monthly reports were submitted by the various Nation programs (from the usual 20-26 in the past) so that's good that our Directors are being accountable of "what they have accomplished" monthly

****FYI Enrollment held an open house on November 1, 2007 that was attended by about 260 people - good initiative on the part of the enrollment staff, accountability again

General Council started at 1:30 p.m. with 182 Numunu signed-in.  Nominations for Vice-Chairman are Ron Red Elk, Sandra Gallegos, Sonya Tahchawwickah and Dr. David Yeagley.  Regular voting will be on Saturday, December 1, 2007 between 8 a.m. and 6 p.m. at the Anadarko Agency BIA, the Comanche Community Center in Apache, the Cahoma Building west of Cache, the Nation Complex Education Building, at the First United Methodist Church located at 131 NW 4th Street in Oklahoma City and the Comanche Nation Community Center on the east side of Walters. I remind everyone to mail their request for absentee ballots as soon as possible and encourage everyone to vote. I also congratulate all the candidates for their nominations and wish them well during their campaign
